[Discuss] Late Turn Moves

Just for fun, I thought I'd add my own opinion to the mix here ;-)

In general:
1) I believe that late-turn moves *are* a problem, to some degree
2) I believe that they are *not* nearly as much of a problem as some  
believe
3) I believe that, for various reasons, the problem *cannot* be  
effectively solved by creating new rules about when or how people can  
or can't move
4) I believe that it *can* be mitigated by measures implemented in  
the code...
5) BUT I believe that heavy-handed measures like those that have been  
suggested so far will invariably cause more harm than good

I do like the general idea of having to take some time to break  
camp...but I can't immediately come up with a good way to implement  
such an idea that would not be significantly detrimental to the fun  
of the game.

If something *is* to be added to the code, it needs to be well- 
thought-through, probably well-discussed, and *subtle*.  *Not*  
something that we could just look at the problem for 5 minutes and  
say, "Well, why don't we try X?"  Also *not* something that would  
just impose a massive change on everyone, and tell them to deal with  
it (like, if Tom will forgive me, the delayed scouting.  That wasn't  
subtle.).

I don't know what such a change *should* be, not yet.  I'll keep  
trying to think of ways to make it work...but as I say, I don't think  
that there is a *simple* solution to this.
