[Discuss] Character Influx? Cheating?

Ive actually witnessed this happen myself. A large group of people send their characters into one realm, some of those people even send two characters, it was a bit obvious they were in OOC league because a lot of them are from the same location (if they have chosen to put their profile public you can tell).
 
Anyway, an influx of about 20-25 characters occured within about 3 weeks and suddely the voting polls were overwhelmed and the new comers took control of the realm with only being there for a few weeks. I want to know as ive never actually witnessed something like this, is it cheating or fair play?
