[Discuss] CTO's in new allegiance system

With the new allegiance system, you have to find someone to take your chars 
oath to get into a realm. But in a CTO, where no-one is in the realm to 
start with, how does anyone join the realm without immigrating/stopping 
being rogue and choosing it?
