This may be difficult to code, but perhaps there should be different
types of scouting missions a character can send their scouts on:
Survey Region: Complete report on the region as it looks immediately
before the next turn change. This way, you get the same report
regardless of when you send the scout out. If a problem arises with
characters needing to log in immediately after the turn change to
collect their scount reports, the report could be returned at some
random time following the next turn change.
Contact Enemy: Scout returns immediately with a rough estimate of what
the first armed force he finds is doing. The report might read
something like: "About 1000 C.S. are moving towards Kazakh, including a
large number of cavalry."
Survey Economy: Scout returns immediately with an inventory of
fortifications, buildings, etc. in the region.
I'm sure we can think up some more.
