Yes, I know what the intention is, and that's how I want it to work.

I had one Marshal tell me OOCly that he can't be around a whole lot during 
the half-turns.

I'd like to be able to cover for him when he's OOCly not available. That's 
all. I'm not about to fire somebody because of OOC activity.
