Instead of introducing delays, introduce a limit on how many times a
single person can scout per day. That way they'll have to pay gold and
hours for the small advantage they might get and possibly be subject to
travel delays and other bad things that can happen when you don't have
enough scouts. It would also likely mean that realms would have to start
relying on more people to provide scout reports(a single person, or even
a few, probably couldn't provide all the scoutings for that day. More
team work is always good, isn't it?), thus making more people involved
in the realm matters. It would also make scouts less of the "Buy once
and forget" type.
How? When you send out a scout to scout, you'll get the report
immediately, but the scout you used will only be available again after
the next full turn. The scout travels fast so he'll need time to rest
and gather his strength upon return. He also won't be helping you find
better routes if you travel. So if you have 4 scouts, you can only scout
4 times a day and if you did that, you would travel as if you had *no*
scouts.
To avoid people hoarding up 20 scouts for their 20 man unit, introduce
some sort of limit on how many scouts you can have per man. Though I
suppose such things are already a bit limited by how many scouts a realm
has available for recruit and by the gold they demand as weekly pay. Of
course, people with 0 men should still be able to have a few
scouts(maybe 2-4 at most) with them, but not many.
Or maybe increase the chances of scouts going missing based on how many
scouts the person has. 20 scouts? "Bah, that snotty noble has enough
scouts, let him send another one to do the job, I'll just stay here with
this fine waitress..". That way the 20 scouts might actually dwindle
down to 10 quite fast and it would have been better if the scouts had
been distributed between three different people instead of one hoarding
them.
Infiltrators would have to think more carefully about what they scout
and when, as probably would everyone else too. They couldn't just scout
at will and with no down side to themselves like they do now.
