[Discuss] Options to punish adventurers

I've added an "arrest adventurer" option.

They're commoners. They _exist_ to be abused. I've made it take time and 
there's a small risk of prestige loss, just to make sure that 
adventurers aren't arrested "just for fun".

Once arrested, almost all adventurers can be executed, but only by the 
judge. That gives it a bit of checks and balances.
