It doesn't. I just looked through the past 6 days.

However, the random factor isn't as large as you think it is. It's just 
a few minutes. There are people playing this game on a schedule, who can 
log in only once a day and they prefer being able to have the turns 
somewhat reliable. That's why the initial very large factor was quickly 
lowered. But it's been unchanged for a very long time now.
