Indeed: Delvin has a lot more power than he ever exercises--and a lot  
of that is *because* he never exercises it.  For instance, he usually  
keeps his public opinion neutral on most major topics, and on all  
elections.  Thus, when he *does* strongly voice an opinion, people  
tend to listen more.

At least, I think they do ;-)

He has power because he commands the respect of the people, and he  
can speak persuasively.  That's one of the things that you'll never,  
ever be able to simulate through gameplay mechanics...the ability of  
a silver tongue to sway people to your side.
