[Discuss] Simplest possible terms: Why buying a title = bad

So, just to get some clarification:

In the case where all region positions are elected, if he shows up  
with documentation claiming that he is the legitimate lord of  
Aregion, which of these (if any) is true:

1) His documentation states that he has legally inherited the  
lordship of Aregion.  This mechanism for gaining titles legally  
supersedes any elections (being the foundation of the feudal system),  
and thus, *because* there was, apparently, a legal heir, no election  
was necessary, and his claim cannot be questioned on those grounds

2) His documentation states that he has legally inherited the  
lordship of Aregion.  However, because the law of the land since the  
Founding states that *all* regional positions must be elected, and he  
did not go through that procedure, his claim *can* be questioned on  
those grounds.

3) His documentation states that he was legally elected to the  
lordship of Aregion.  Naturally, none of us remember electing him, so  
his claim *can* be questioned on those grounds.

I realize that this is all more or less moot because of the new  
system coming in, but it would be helpful to understand your  
intentions for the fundamentals of the system, even so.
