I'm not saying it should be hard to convert non-city regions.  I've  
converted quite a few of those myself (with help from my fellow  
priests).  But it's not at all unreasonable that eve with the largest  
temples, large cities should be hard or impossible to get to 100%  
believing in any one faith.
