Roleplaying police might work. But how would you decide the bad 10% to kick 
them off the island? And using medals to decide what people can be on the 
island won't work; some of the best RPers I've met have no RP medals or are 
new players, while some who don't actively RP (as in stick to their 
characters motivations rather than the player ones) get several.
