When they succeed in forging, the legitimate way of getting a title
when you walk into a region has happened.  That's the point.  P the R
and come up with the way that it is legitimate.  Your premise is
faulty to begin with. Your character does *not* know that buying a
title is the *only* way save being appointed to get a title.  What
your character (possibly) knows is that you can go into a region and
buy a title.  Your character also *knows* that you can walk into a
region and be given its title legitimately.
