[Discuss] Odd Religion Behavior

It seems to be for all the religions.  <pure conjecture>I think it has
something to do with the changes that Tom might have put in to
encourage religions across borders -- make it pretty much impossible
to have the whole region follow a single religion and you suddenly
make it much easier to have religions across borders.</pure
