I think it has a lot to do with the way you took the region than anything else. 
We recently took two regions on BT with HTOs. We cleaned the regions up 
through NPW, a harsh court or two, and a little bit of buro work. The first one 
was a little harder, and we did one police raid, but never any hanging. It 
worked surprisingly well.

Once you start hanging the peasantry, it becomes very difficult to get the region 
stats back up, especially if you make a habit of it.
