Not directly, but if you spend a few days doing CW and then go back to a 
city you can let your men spend all night getting drunk on their favourite 
entertainment and cohesion goes up in leaps and bounds :-) Dropping morale 
enough to do so otherwise usually requires days of training and not paying 
the men, and even then it's difficult to keep it down long enough to send 
them off boozing.
