I don't mind that idea as a general rule, but the issue is that the control 
should not really have anything to do with the realm but with the lord or 
the Duchy. The peasants in Toulouse in the 12th century didn't care where 
the King of France was (or probably even know who he was). The person 
"controlilng" Toulouse was the Count of Toulouse.

So I'd say that, if we're going to revisit control as a game mechanic, let's 
really revisit it.
