It reduces efficiency of the work, but it doesn't prevent it. You can
still do two survey admins in the region without much trouble and get
decent increases both times. With my suggestion you would effectively be
limited to just one SA per turn per region, which would limit the number
of bureaucrats a realm is able to provide work for. It would be a much
softer limit than the current one and we'd get rid of some of the
problems the current system presents(people wanting to do the job unable
to because of a hard limit/people being ordered out of the class etc.)
