I like this, but there's a problem with the lack of migration from the old
to the new system.  A realm on Belatuerra recently lost a region that it had
held a long time to a TO so that region still had a claim from realm A.
Realm B didn't hold the region for long, but the new claim system was put
into effect before A could get it back, with the result that realm A has
lost their claim and instead there's a claim for one of the realm B nobles.

I understand that you wouldn't want to support both personal and realm
claims at the same time, but before this is implemented on other islands
could you convert realm claims to personal claims.  I think the easiest
thing to do would be to convert the old realm claims into personal claims of
the ruler of that realm.
