There used to be no limit to the amount of bureaucrats and things seemed 
to work quite well(or maybe time has laid a layer of gold over my 
memories). Ultimately, it's a trade off. Each bureaucrats is one less 
noble to bolster your armies ranks. If you have willing players to be 
bureaucrats, why limit the number you can have? I know one of my 
characters would like to be a bureaucrat, but she can't because of the 
red tape limit. If you want to have 20 nobles work on the regions then 
you should be able to, but that's also 20 nobles less you'll have in 
your army, which would probably represent something like 6000-8000CS.
