Bureaucrats exist to centralize normal region maintenance in a few 
people, freeing region lords to go to the battlefront.  If all lords had 
to make weekly (or even twice-monthly) visits to their region, they'd be 
spending their time forever marching back and forth.  Where's the fun in 
that, for someone who signed up for battles?
