I think this is a fine idea, with one tweak.

Anybody should be able to be a mentor just by essentially flicking on a 
"mentor" flag. It shouldn't be its own class. Since you already can't stop 
people from being a mentor (inalienable rights), and since mentoring is 90% 
OOC anyway, it shouldn't have anything to do with your IC persona.

The only thing I'm not sure how to deal with re: bureaucrats becoming 
traders becoming whatever is that you may have to fiddle with the "too many 
bureaucrats" rule.
