No, it won't.  A drastic change like this will only annoy people, not  
make them change the way they think about the game.

No, it won't.  At least 75% of the people who never say anything now  
won't say anything with a change like this--or any other change.   
They just aren't interested in talking much in-game.

Not as rare as you might think, and it would still be a problem for  
those much-less-rare duchies with less than 15 people.

And what about imperial knights/knights of the crown?
