I'm sure you could tie the effects to something else, so while it
won't seem as strong in the long run, it can still affect short-term.
Lord's repute? I dunno what exactly it could be tied to.
Another way to separate the gov't/religion would be to allow priests/
followers to construct temples -- sure let the lord sack them, but
not require the lord to build them.
