How about capping the percentage conversion possible in regions without 
a temple or shrine?

Allow priests to get up to, say, 30% conversion, at which point they'll 
begin grumbling about "lacking facilities for their faith."  The lord 
can ignore it from then on and just deal, or allow a shrine/temple to be 
built and remove the cap.

/After/ the cap is removed, other priestly abilities begin to be effective.
