First, the Titan's can't 'lightning bolt' anybody.  That power belongs
to Tom alone.

Second, I'd argue that serious punishments are very rare and you really
have nothing to worry about.  Here are the statiscs from one island
(these are a few months old, BTW):

Total Complaints:             119
  Rejected/No action:          90
  Private Warning:             12 
  Public Reprimand:             3
  Removal from Positions:       4
  Lock:                         4

Handed could include lightning bolts, but also includes things like
locking accounts for fake names or sending realm or island wide
messages.

75% of complaints result in no action at all.  Less than 10% of
complaints result in any punishment which affects the character.

If you're wondering why 75% of complaints were rejected:

Reason for rejected/no-action complaints:
  Bug Reports:                  4
  Duplicate complaints:        14
  Handled w/o Titan action:     4
  Lack of information:          8
  No-cause and IC issues:      55
  Against wrong player:         1
  Test complaints:              3
  Other:                        1
