You cannot RP something that directly contradicts game mechanics. In
order to collect a bounty, you *must* inflict a serious wound on the
target, or actually kill them (death duel, hero killed in combat).
There is no way to just pretend to do it. You can't say you are just
pretending to assassinate someone. You have to actually inflict a
serious wound, or you don't get the bounty.

There's nothing abusive about that at all. It's an IC agreement
between the various realms to not send assassins after council
members. Infiltrators are still free to do it, and it has happened
several times. That's how the prior RedSpan/Darka war started. When
AJ (from RedSpan) hit Mr_Jones (Darka's banker), no one went OOC and
accused RedSpan of violating the rules. It was handled IC, which is
perfectly fitting, as it was an IC agreement.
If you don't like the IC agreement, then ignore it. Find a realm with
the guts to back you up, and hit all the council members you want. Or
just ignore the agreement and do it anyway.
