[Discuss] Scouts and travel times

Has something been done in the past few weeks to reduce the effect scouts have on travel times?I remember not long ago, I was getting three hours off almost every trip with my four scouts. Lately I've been lucky to get one hour, and I've been getting far more delays than short cuts.Anyone else noticed this?
