I'm not alluding to blatant blackmailing.  There's a difference between "If
you don't do x I'm defecting" and "I would strongly consider choice x."  The
fact is any lord can defect at any time, even the most loyal, if you don't
listen to them.  There is always a threat of someone leaving if you piss
them off.  The ruler must walk the line carefully.  If he's seen as banning
someone just because they disagree with a choice, any healthy realm of Lords
would run him out of town.
