Almost certainly not a bug, I knwo of another hero who picked up volunteers 
and told tales basically every day in the last month on stable.

In my admittedly quite limited experience and after some discussion a long 
while back on the subject, it seems hero abilities are pretty fickle; some 
people get them all the time, some people almost never, some once every 
week/month/always on weekends and never weekdays, at a certain time of 
day... maybe you just got bad luck of having a hero who always gets the 
option when you're offline :)
