Well, I'm not Tom (obviously), but I would say that if you've got  
100%, that should really mean 100% of what is needed.  If it's not,  
that's terribly misleading, and ought to be changed.

No: when your estate support for production is over 100%, you get  
extra raises in production every turn.

Whether this can make production itself go over 100% has yet to be  
seen, I think.
