See, I interpret each attempt as being a separate set of papers to be
drawn up. You can't have the first attempt be the officials seeing
Hvrek in a bar and assuming he's full of it, and the second attempt
be the deputy governor turning up and seeing the papers (even leaving
aside the fact that nobles would never be seen in the same bar as
local bureaucrats, who would in turn never be seen in the same bar as
the peasants...). Hvrek did not make two attempts to convince anyone
in your RP.
To make an analogy, consider an infiltrator attempting to assassinate
someone. He tries once, and fails, with the message saying that the
guards chased him off and were able to identify him. He writes an RP
saying that he snuck into the guy's room and tried to stab him, but
missed, and the guy was so surprised he fell out of bed and broke his
neck. Yes, there was an attempt to stab him that failed, but the guy
ended up dead--but the RP completely ignores what the game considers
to have happened. He was chased off and identified in between the
first attempt (in his RP, the stab that missed) and the second (the
guy falling out of bed and dying).
In your case, the first attempt should have ended with the documents
scrutinized and recognized for the fakes they were. The second
should have ended with the *new* documents being scrutinized even
harder (since you just brought them fakes), and then the somewhat
frustrated officials apologizing and admitting that this set of
documents is, indeed, legitimate, my Lord, and we're sorry we doubted
you, but why did you bring us those fakes in the first place? Or
something in that general vein.

PS. Yes, I fully realize that I'm picking nits, and I think that
RPing it at all is admirable, and that what you wrote sounds pretty
good--I just don't think that it fits the facts of *this specific
case*, and will seize any opportunity to attempt to (in my view)
improve the RP in the game :-)
