Presumably the first lot of officials were over-ruled by the second
lot.  The title is therefore valid.

I agree that it seems odd someone should be able to do this presumably
twice in one turn though.  If it is to be allowed, then the cost and
the failure chance should both be much higher (which may, of course,
be the case).
