Yes, maybe it is my luck, maybe I have to continuously perform CW and PW but
my reality --> 1 (first ever) random loot yielded an honor... and has anyone
got 1 honor from his 1st ever Civil Work before??

They aren't counted separately.  If you got an honor from your first looting
you probably were due and would have gotten an honor for your next CW or PW
if you hadn't looted instead.
