Why would it be considered an abuse?

But irrelevant of whether it would work or not, I hope I've proved that 
there is a lot that can go wrong that's sidestepped by just doing it the 
conventional, rebellion powered way.

If Tom implements the suggestion to have colonies start in anarchy though, 
the point is moot.
