One person probably won't survive a rebellion, it's true, but if you promise 
duke to one, banker to another, judge to a third, you can probably get 
people on your side. Stripping the title off people hammers everyone's 
honour (if you do it multiple times, as suggested). And I'm pretty sure the 
tax rate wasn't accepted as much when the switch to war was made.

In any case I'm not just talking about this one case with a CTO, in general 
it could cause a lot more damage.
