That will be some very interesting gameplay dynamics. Because without 
the poor rural regions, the large city regions will starve. :-)

So if I were a rural lord, here's what I would do: Ask the _traders_ of 
the realm to become my knights and offer them an exclusive contract on 
selling my food to the cities in addition to the tax share.

Then disable all automatic transfers.
