Why would a tyrant want to change the form of government?
Also consider that short of rebellion/secession Dictators are "elected",
though feel free to simulate the wading through a see of blood/climbing over
a mountain of skulls with the rebellion option to establish yourself as the
dictator instead.
I don't think any tyrant was accepted simply by saying "I am going to rule
you all and you will do as you are told for the good of this realm". But
feel free to try it :-)
