Ok, I'm new here so am probably missing something, but isn't one of the 
options a Tyranny?  And if so, how would that work with a referendum?

"Hello, my name is Mr Tyrant.  I am going to rule you all and you will 
do as you are told for the good of this realm.  How does that sound? 
Shall we vote on it?"

I know that IC, the people might follow a tyrant, however evil he might 
seem from an OOC perspective.  I can understand why he might win such a 
vote if people all stay IC and the tyrant is convincing.  But I'm not 
sure why, IC, a tyrant would ever allow a vote.  I'd have thought that 
if I was a tyrant, I'd just tell you all I was in charge, and challenge 
anyone to say otherwise.
