A tyranny doesn't really exist... it's not a real form of government, 
any form of government can be tyrannical.  I really don't think even 
true monarchies exist in the game.  People do not treat these rulers how 
they should.  The person playing the character does not act how they 
should.  But hey, isn't it more fun the more people that are involved?
