[Discuss] Starting a Rebellion

This is the kind of questions that make me believe strongly that this
game needs a manual.


On the entire "change gov without rebellion", I think rulers should be
able to do that. No matter when. Without too harsh penalties. At least
no peasant-penalties (why do we keep giving the peasants so much
power?).

And I do believe very strongly that types shouldn't be set in stone,
but should always be defined by a ruler. It would be interesting if a
ruler could keep having his realm named a monarchy while in reality
it's nothing more than a tyranny.
