I agree that it makes no snes, and I dare say that's why my secession page 
has the option to choose the government type ;-)

Fro colonies though, I thought it was decided by the first ruler. Still, I 
don't think an option to have a referendum to change it (possibly requiring 
a significant majoity like 2/3 or 3/4) is a bad idea, though it might have 
to have the same downside like giving a region away does - peasants don't 
like change.
