Again, what's wrong with just starting the colony in anarchy?  There's no 
government set yet, and obviously no ruler.  Why can't the first ruler just 
form a new government of choice from the anarchy?

It's true, Tom has said things on the topic before, but that's never stopped 
him from changing something by popular request.
