Personally, I'd like to see the option for the first ruler on election, or 
maybe even the person starting the TO to choose the government type.  I 
mean, if a realm in anarchy is able to have their ruler choose a government 
upon election, then wouldn't an unestablished realm with no government 
established aside from the mother realm's as a model be considered an 
anarchy?  It would make sense to let the first ruler choose.

Secondly, it would be handy to one day code a feature to let realms switch 
governments without having to start a rebellion.  Of course, it would have 
various penalties throughout the realm's region due to the switch.  Maybe 
give the ruler an option to start a referrendum to change the government, 
and if the realm-wide vote turns a large majority in support of it, then the 
option to switch governments shows up as an option listed in the results for 
the ruler.   Maybe even give it side-effects where if the realm votes no by 
majority, the ruler is forced to step down.
