What rule? Nowhere in the social contract does it say you can't use 
rebellion as a tool to help the government.

If they're having a rebellion to change the government type (which is what I 
think they're doing... correct me if I'm wrong), that's been an accepted 
method to use on the SI's for as long as I've been there (Taselak did it 
when the SEI started up this time and got screwed by the bug IIRC).
