Where is the problem? That loser won't be lord again in that realm, so 
over a bit of time, the capable lords will rise to the top.

It will change, mostly because once bankers use their taxes properly 
(i.e. to fill the government pockets), local lords will _want_ their 
region fine, because that's what their _own_ tax income depends o n.

Wait until you see offers of 50 or 100 gold a week. Some regions can 
afford that.
