There are about 600 non-adventurer, non-priest, non-infiltrator characters.

That's about 3 per region, as Belua has about 200 regions.


Certainly tough. But some regions only require a lord and one knight 
with a large estate.


Then again - who ever said that human-ruled realms have to fill 100% of 
an island? What's wrong with having a few small roguish regions?
