Neither. There was a slight bug, should be fixed now. I have had debug 
output running for a couple days now and there is not a single region on 
either Beluaterra or Far East where a tax rate of 5% or less is _not_ 
acceptable.

Whatever is causing them to drop is NOT the tax rate.
