An idea comes to mind: Let the region lords take care of it. Its their
plot of land, they have to be the ones to find their knights. There
are plenty of places to look, Tournaments and Battlefields being some
of the better ones.

If there isn't enough nobles, then its each noble for themself. Lords
have to find the amount of tax that they'll have to give to get the
work they need, and the wise noble will play the field and see which
region will pay the best. And I'm not just saying in their own realm
anymore. There were a decent number of region lords at the Irombro
tournament, and I thought about seeing how much they would pay.

The food system never comes to discussion because the islands all
produce much more food then they consume. Well, knights  are the food
that will make a region thrive, and if you don't have enough, prepare
to pay or lose.
