I believe Tom has stated clearly that, under the new system he has
just about finished:
a) when a city joins a new realm, *all its regions will follow*,
along with all their knights
b) when a city secedes, *all its regions will follow*, along with all
their knights, and *no* other regions.
I may be mistaken, but that is what I remember Tom saying. Don't
remember if he said it on the D-list, the bugtracker, or IRC, though.
